I want to track down the issues with nocemlist.
I am trying with

I've copied that from Claws Mail, it includes all the headers and
nothing else.

headers.
How can I track down the issue?

It is important that there is a body to the message. Anything is fine.
You must have
HEADER
<blank line>
BODY
The blank line is important.
Body could just be the word 'body', or whatever you like.

Maybe I misunderstood above where you state "it includes all the headers and nothing else".
I have modified the script as 'nocemlist-new.php' in git:
https://gitlab.com/rslight-public/rocksolid-light/-/tree/master/Rocksolid_Light/tools/nocem?ref_type=heads
This avoids a possible issue with EOL differences from one system to another. It works exactly the same reading a header as spoolnews.php.

Nice to see it's working (news.lists.filters) :)
I have renamed nocemlist-new.php to nocemlist.php in git, so these changes are now applied as default.
