notice the sections, 'tilde', 'grc', 'hispagatos' in the menu links.
rslight.inc.php and rslight groups in rocksolid/groups.txt sync ok.
all other servers I have added do not sync at all. I had all of these
working in an older version of rslight with the same configurations. I
had them working fine for over a year.
i have run the cron a couple dozen times and nothing syncs and no
errors are shown. I tee output to a cron.log file to keep track. There
are no errors in the output log.

Permissions for files are good. Owner is web server.

Could you post (or just check) the output of spoolnews.php on these
sections? Delete $webdir/<section> first so it starts from new.
cd $webdir/<section>; php $config_dir/scripts/spoolnews.php
as the same user that it runs as (not root).

syber-web and syberweb are the same user. That is a typo in search and
replace to make the code neater for reading. I gut out the awful long
file paths with convoluted folder names and user names.

Well here is my digital dunce cap. Once I created and symlinked the
webdirs it started syncing. I did not know the sections needed the
corresponding web dir to be able to sync. So I never even thought about
it. My bad.
How should I configure a section in menu.conf to sync a section that is
not in the web interface? Currently they're all $section_name:1:1 in the
conf.

Yeah, that setup goes way back, I just never changed it and it is kinda
weird :)

Every section must have a corresponding web dir, but it doesn't need to be
shown as a link in the web interface.
Like spoolnews: spoolnews:0:1
# First = section name
# Second = display link in header?
# Third = enable local spool for this section?
